... what criteria a sport must have to be considered an "emerging sport" by the NCAA?
For example, what to we need to do to get women's wrestling recognized as an emerging sport?
They won't add women's wrestling at Fresno State since it's not an emerging sport. There are a lot of women's wrestling teams at the NAIA level and one NCAA D III school with women's wrestling (Pacific U).
If anyone is familiar with NCAA guidelines on this, your input would be greatly appreciated.

The NCAA adopts "emerging" sports through the legislative process. A motion is made, the schools discuss, then vote on it.
Definition of an emerging sport: An emerging sport is a sport recognized by the NCAA that is intended to provide additional athletics opportunities to female student-athletes.
Institutions are allowed to use emerging sports to help meet the NCAA minimum sports-sponsorship requirements and also to meet the NCAA's minimum financial aid awards.
Definition of a sport: For purposes of reviewing emerging sports for women proposals, a sport shall be defined as an institutional activity involving physical exertion with the purpose of competition versus other teams or individuals within a collegiate competition structure. Furthermore, sport includes regularly scheduled team and/or individual, head-to-head competition (at least five) within a defined competitive season(s); and standardized rules with rating/scoring systems ratified by official regulatory agencies and governing bodies.

Ice Hockey, water polo and crew were once emerging sports. The NCAA now sposnors championships for these sports, so they are no longer considered "emerging".
There are many other sports that are trying to (including wrestling), or are being considered by the NCAA for inclusion as an emerging sport. Women's judo is just one example.

So who makes the motion to get them to vote? Is it fans? School administrators?
